(September 20, 1917-September 20, 1986) Born Tolly Rupert Broady in Low Moor, Virginia. Educated in Alleghany County, Virginia, public schools; graduated from Tuskegee Institute in 1940. Taught sociology at Tuskegee until 1942. Served in the U.S. Army from 1943 to 1945, after which he studied law (LL.B., Fordham, 1949; M.S. in labor law, New York University, 1954; Doctor of Law, Fordham, 1968), and sociology (M.A., NYU, 1953). Practiced law in Queens and Nassau counties in New York beginning in 1953; appointed administrative law judge in New York City in 1970. Served as counsel to New York State Conference of the NAACP.
